On July 1, 2024, Karnataka introduced a draft of the Karnataka Platform-based Gig Workers (Social Security and Welfare) Bill. This draft seeks to safeguard gig workers, particularly those engaged with food and service aggregators like delivery services, ride-sharing platforms, and e-marketplaces. One of the primary measures of the bill is requiring these aggregators to register with the Karnataka Labour Department, ensuring transparent and fair treatment of workers.
Key provisions include protection from unjust dismissals and the establishment of formal dispute resolution mechanisms. Aggregators would be required to inform gig workers of any changes to their contracts at least 14 days in advance. Furthermore, platforms with over 50 workers must create an Internal Dispute Resolution Committee to handle grievances. The bill also mandates weekly payments to workers and aims to enhance transparency in task allocation and wage deductions.
The state government will create a welfare fund and set Occupational Safety and Health (OSH) standards for working conditions, aligning with broader safety regulations. The draft invites feedback from stakeholders until July 9, 2024, and is expected to be tabled during the state’s upcoming monsoon session.
